Το βιβλίο πραγματεύεται την συνεισφορά του πρώτου Ύπατου Αρμοστή για τις Εθνικές Μειονότητες του ΟΑΣΕ, κ. Μax Van der Stoel (1992-2001), στην προστασία και προαγωγή των μειονοτικών δικαιωμάτων. Κατ’ αρχήν, αναλύεται πως ο Ύπατος Αρμοστής αντελήφθη θεμελιώδεις έννοιες και πως τις ερμήνευσε. Δεδομένου ότι τα σχετικά κείμενα του ΟΑΣΕ δεν συνοδεύονται από επεξηγηματικές εκθέσεις, η προσπάθειά του ήταν πρωτοποριακή.
