Το βιβλίο πραγματεύεται την συνεισφορά του πρώτου Ύπατου Αρμοστή για τις Εθνικές Μειονότητες του ΟΑΣΕ, κ. Μax Van der Stoel (1992-2001), στην προστασία και προαγωγή των μειονοτικών δικαιωμάτων.
